The BBC intends to appoint a single supplier for 7 years for provision of the connectivity services which interconnect BBC sites and other suppliers and partners. The contract may be extended at the BBC’s discretion by up to 3 years. The total estimated contract value over the maximum possible contract term of 120 months (which includes possible contract extensions) is 230 000 000 GBP. Having engaged in market sounding and research, the BBC released a PIN on February 24 2015 and now seeks responses in respect of this OJEU notice.

II.2)Quantity or scope of the contract

II.2.1)Total quantity or scope:

The connectivity service provides all interconnections which support both the broadcast signal interconnections and enterprise IT networks. This will include high capacity core network connectivity between fixed sites with a range of presentations to include point to point and point to multipoint circuits conforming to specified broadcast circuit performance parameters as well as enterprise data circuits. The chosen supplier will also be required to supply a range of standard telecommunications products and services to any specified site. These will include (but are not limited to) permanent and temporary private circuits, direct exchange lines, ISDN lines, ADSL services. This will not include the enterprise IT local area networks, mobile telephony and data or internal telephony services which will be part of a separate procurement.
The BBC is implementing a ‘Tower Model’ co-ordinated by an internal Service Operations Management (SOM) organisation. The successful supplier shall be expected to cooperate with the BBC, its commercial and service management functions and the BBC’s other suppliers in this Tower Model and across the organisation. This initiative is being managed as the BBC Aurora Programme, and is expected to reach completion by April 2017.
The BBC is acting on its own behalf and on behalf of any affiliates or other BBC associated companies. In addition to the BBC, there may be other organisations co-located on BBC sites that benefit from the services being procured. These organisations may include the BBC’s affiliates such as BBC Worldwide Limited, BBC Global News Limited, BBC World Service, Media Application Technologies Limited, Media Action, Children in Need, Gaelic Media Action Group, as well as third party organisations such as S4C. Any reference in any future tender documents to the BBC shall be deemed to include a reference to any entity within the group of companies of which the BBC is the ultimate owner, unless the context otherwise requires.
