The Contracting Authority ( the ‘Authority’) requires a Managed Service Provider (MSP) to provide ‘traditional’ (science) forensic services. The provision of efficient and effective forensic services plays a key role in helping the Authority to achieve its priorities and objectives to thoroughly investigate all crimes. The managed service provision must incorporate the following services;
— Real time analysis of samples within police custody timescales. This will include a provision of front line solutions (for the processing of (as a minimum) for DNA and drug submissions by non technical staff) and associated training, management, maintenance of the solutions.
— DNA and forensic analytical services with associated infrastructure for logistics and communications with the Authority and other third parties. This includes lab-based services for DNA, drugs, toxicology, trace evidence etc, as well as less frequently required “niche” forensic analysis.
— Research and development services and commercialisation of IPR in order to drive improvements within the lab-based and technology aspects of the contract and enable the Authority to remain effective in delivering forensic outcomes.
— Other related services, inclusive of consultancy and advice services, to ensure the delivery of traditional (science) forensic analysis services and the effective management of the service provision.
