Walsall Council wishes to set up a framework of experienced providers to deliver Interpreting, Translation, Transcription and Easy Read services across the borough.
The framework will consist of 4 lots:
Lot 1: Spoken Languages
— Face to face interpreting in spoken community languages
— Telephone interpreting in spoken community languages
— Translation
Lot 2: Communication Professionals working with Deaf and Deafblind People (CP)
— British Sign Language / English face to face interpreting
— British Sign Language / English remote interpreting
— Deafblind interpretation
— Lipspeaking,
— Notetaking (electronic and manual)
— Sign language translator
— Sign Supported English
— Speech to text reporting

Lot 4: Easy Read
Companies shall to be allowed to tender for all or individual lots on an equal basis.
The Council intends to award a framework agreement to up to three suppliers per lot over a contract period, from 7.2.2016 to 31.3.2019, with the option to extend for up to a further 12 months.
The value of the framework is estimated to be in the region of 140 000 GBP per annum.
Last year’s spend breakdown for each lot being approximately:
— Lot 1 — 112 000 GBP
— Lot 2 — 27 000 GBP
— Lot 3 — 1 000 GBP
— Lot 4 — new contract
(Bidders should note that no overall or firm-specific levels of business can be guaranteed)
The contract will only be for the services provided by the Council.
Bookings shall be accepted using the methods appropriate for the service to be provided, as detailed in the specification.
The contractor shall be capable of using purchase order and paper invoice or payment via purchase card.

VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: The Council will incorporate a standstill period at the point when information on the proposed award of the contract is communicated to tenderers. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. Aggrieved parties who have been harmed or are at risk of harm by any breach of the Council’s obligations may take action in the High Court (England, Wales and Northern Ireland).
