II.2.4)Description of the procurement:

Provision of Mental Health Wellbeing Services. The Authority has a requirement for a digital Mental and Physical Wellbeing resource. It will be a hosted software as a service digital technology delivery platform for a mixed civilian and military population of approximately 25 000 of whom it is estimated 10-20 % will utilise the resource. The delivery platform is to have a synchronous and asynchronous support functionality plus online and offline capability. The delivery platform is to have clinical supported use delivered by the Authority support staff. The digital platform is to be accessible via the internet and intranet through a URL or IP address using standard internet protocols, http or https. It will have a customised user interface and be able to support a variety of media. The Contractor will make available software and related processes, instructions, methods and techniques via the delivery platform for the purposes of information, psycho-education, self-help and guided self-help under the following general headings: Mental and physical well-being to include but not be limited to: managing stress, depression, anxiety, grief and loss, relationship and parenting advice, medication, eating disorders, self-harm, perfectionism, worry, anger, self-esteem, assertiveness, exercise, nutrition and weight management, alcohol/drugs, smoking, gambling, sleep difficulties/insomnia, chronic pain, managing chronic conditions, positive coping with health conditions and achieving work-life balance. The delivery platform will have the facility to register as either a supporter or anonymous user. The supporter access should include an easy to use interface through which they can monitor current and historic activity for each supported user through a dashboard facility, signpost and release resources and interact asynchronously and anonymously with users. The dashboard will summarise user activity, prompt supporter action (for example, planned review cycles) and collate data in support of a monthly activity return for the Authority. The Contractor will host resources on the delivery platform in a variety of formats as agreed with the Authority (to include Contractor, Authority or third party material including hyper-links). The system will be fully automated and be available to users 24 hours a day, 7 days a week, 365 days a year. The platform will have the facility and capacity to add, update or replace materials as required. The contract period will be 1.11.2016 to 31.10.2019.
