II.1.5)Short description of the contract or purchase(s):

Yorkshire Water Services is seeking to replace their current BIG-IP estate which includes numerous physical appliances – these appliances reach the end of their support at the end of September 2015.
F5 is the current incumbent solution and the estate is primarily used as an Application Delivery Controller, providing load balancing capabilities for our internal and externally facing applications. In addition it also provides Application firewall and Access policy management capability for our externally facing applications.
The existing infrastructure is distributed across multiple YW data centres for failover, continuity and resilience.
Yorkshire Water would look to have a dedicated QA environment and reduce sharing an appliance between Production/Non-production. Yorkshire Water requires a like for like replacement of the current F5 solution. While this replacement does not have to be an F5 product it is expected that bids including alternative solutions demonstrate equivalency of functionality, capabilities and capacity.
The option for a managed service is required including implementation of the infrastructure as a ‘Managed Service’ over the asset life of the solution, broken down into services provided, from 24/7 support and maintenance, to pro-active support of the infrastructure and the option to provide development support for any changes to the infrastructure required.
— 2nd line support for problem escalation from our Technical staff.
— Proactive patching (security releases, ASM, Software Version upgrade).
Where there are any gaps in the managed service, e.g. any options not taken up by YW, provide all outstanding training requirements for each of the Modules where such knowledge / skills gaps exist at YW.
It is requested that the Solution should be provided by a Gold partner or above.
Any solution provided should utilise Active Directory integration for console / admin access.
Yorkshire Water would ask bidders to provide multi-year pricing for 1, 3 and 5 years for both the asset replacement and managed service elements.

The proposed solution must provide and demonstrate equivalency of functionality, capabilities and capacity. This is based on a current hardware estate and configuration as below;

** Basic LTM only enabled on these appliances
The first 2 pairs of appliances constitute YW’s internal F5 usage, incorporating a Non-Production (QA) and Production HA pair. These predominantly load balance YW bespoke .NET Application hosted in IIS, although it also caters for our SOA and Sharepoint estates, the former of which is Weblogic and Java based using Oracle’s Middleware Fusion. There are also a number of third party applications that utilise this environment.
The remaining appliances constitute YW’s externally facing F5 usage. The first two of these appliances incorporate a HA pair servicing both Non-Production and Production externally facing YW systems. These predominantly load balance YW’s externally facing websites and also offers Application firewall functionality to our Web Self Service offering and new corporate website.
The last two of these appliances (BIG-IP 1600’s) are a HA pair solely used for secure, external access to YW’s Sharepoint estate.
Yorkshire Water may also look for a low cost solution for our Systest environment / VM based test environment — if this is possible within scope.
