This framework agreement is to satisfy the security requirements of the SCC portfolio and to future proof services during the contract term due to changing requirements and a changing portfolio. The services are to be divided into lots with high level services as below (full details of the services to be released at the Initiation to Tender stage of the process):
Lot 1 Static Guarding for SP1 and SP2 buildings, the ‘Stafford Campus’ (to be defined) with flexibility to extend to other sites within the SCC portfolio throughout Staffordshire. — Seeking 1 provider.
High level services to include basic porterage and premises related duties

Lot 2 Enterprise Centres — North — Lymedale Business Centre, Lymedale Court Enterprise Centre, Newcastle Enterprise Centre and Silverdale Enterprise Centre — Seeking 1 provider.
High Level services to include key holder, regular patrols, service 7 days a week with supporting day reports and response to alarm activations outside normal working hours including bank holidays and weekends.

Lot 5 Closed and unoccupied buildings (Staffordshire wide) — Seeking 1 provider.
There are currently 36 sites in scope and other buildings (highways properties, farms) currently out of scope. It is estimated that the in scope number may increase over the proposed contract term by10 % and the contract to be flexible to incorporate the out of scope buildings if required.
High level services to include security options for various building stocks, closed sites protected against trespassing, theft, damage, vandalism damage, loss against negligence, installation of steel screening, static guarding, patrols and adhoc contractual services.

Lot 6 Key holder (Staffordshire wide) — Seeking 1 provider.
There are currently 102 properties on the key holding contract which utilise differing services
High level services to include key holding, 24 7 hour response to intruder and fire alarm activation outside normal working hours, also to include any activations within closed sites, opening and closing and accompanier at site with SCC/Entrust personnel as requested.
Estimated value for SCC GBP 33 000 pa
The contract once live will be managed by Staffordshire County Council, and Entrust Support Services Limited (a joint venture between Capita and Staffordshire County Council).
The value of this procurement is shown as a range in the table below per lot. The upper range includes for the potential works required by Staffordshire Fire, Police, other agencies under the administrative area of the County Council and neighbouring counties as detailed in the OJEU Notice.
The agreement value is potentially up to highest value in the table below in each lot over the maximum term of 4 years. The lower end of the value assumes the estimated spend for Staffordshire County Council only. This upper estimate of value includes an assumption of some of the services being purchased by other contracting authorities and Public Bodies, although there is no commitment at the time of tendering from any parties outside of SCC’s portfolio and this should be taken into consideration when bidding. The nature of the framework arrangement and potential range of beneficiaries (who may or may not take advantage of the framework) accounts for the range in the potential value of the framework agreement. Note that the framework may be used as part of a trading strategy.

Information and formalities necessary for evaluating if the requirements are met: Any tender may be rejected from a company/organisation who interalia:
(a) is bankrupt or is being wound up, where his affairs are being administered by the court, where he has entered into an arrangement with creditors, where he has suspended business activities or is in any analogous situation arising from a similar procedure under national laws and regulations;

(i) has been the subject of a conviction for corruption, as defined in Article 3 of the Council Act of 26.5.1997 and Article 3(1) of Council Joint Action 98/742/JHA respectively;
(j) has been the subject of a conviction for fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10.6.1991 on prevention of the use of the financial system for the purpose of money laundering.

The applicant must meet the minimum set standards of economic and financial standing to service the term and value of the contract.
Financial checks will be undertaken for economic operators using one or more of the Council’s current financial assessors n2check (www.n2check.com), Dunn & Bradstreet (www.dnb.co.uk) Experian (www.experian.co.uk). Economic operators will be assessed according to the level of risk stipulated by the financial assessors used. YOUR SUBMISSION

May be rejected if you are given an above average/higher than average risk rating or poorer, by 1 or more of the assessors used note:
1. It is the responsibility of the economic operator to ensure that the appropriate accounts have been filed and that the credit information held is correct.
2. Should economic operators wish other financial information to be taken into account to support the economic and financial check this should be submitted with the response to the PQQ. SCC reserves the right to request further financial information and to take this into account where necessary in addition to the level of risk stipulated by the financial assessors.

3. For sole traders/partnerships where 3rd party financial assessments are not available the assessment will be undertaken using a financial spreadsheet detailing trading account data for the last 3 years.
