1. Register your company on the eSourcing portal (this is only required once);

— Accept the terms and conditions and click ‘Next’;
— Enter your correct business and user details;
— Note the username you chose and click ‘Save’ when complete;
— You will shortly receive an email with your unique password (please keep this secure).
2. Express an Interest in the tender;
— Login to the portal with the username/password;
— Click the ‘PQQs Open To All Suppliers’ link (these are Pre-Qualification Questionnaires or Invitations to Tender open to any registered supplier);
— Click on the relevant PQQ to access the content;
— Click the ‘Express Interest’ button at the top of the page;
— This will move the PQQ into your ‘My PQQ’s’ page (this is a secure area reserved for your projects only). You can now access any attachments by clicking ‘Buyer Attachments’ in the ‘PQQ Details’ box.
3. Responding to the tender;
— Click ‘My Response’ under ‘PQQ Details’, you can choose to ‘Create Response’ or to ‘Decline to Respond’ (please give a reason if declining);
— You can now use the ‘Messages’ function to communicate with the buyer and seek any clarification;
— Note the deadline for completion, then follow the onscreen instructions to complete the PQQ. There may be a mixture of online and offline actions for you to perform (there is detailed online help available) You must then submit your reply using the ‘Submit Response’ button at the top of the page. Applicants to note that they must express an interest and return their completed PQQ response by the date and time specified at Section IV.3.4).
The Royal Mint reserves the right to change without notice the procedure for awarding the contract, to reject all or any bids for the contract, to terminate the process and not to award a contract at any time without any liability on its part. No contract will be created between the Royal Mint and any party until a contract is executed between the Royal Mint and the winning bidder. The Royal Mint is not liable for any costs (including any third party costs fees or expenses) incurred by those expressing an interest in or tendering for this contract opportunity. Any agreement entered into will be governed by English law and will be subject to the exclusive jurisdiction of the English Courts.
As stated at Section II.1.5), this is a notice for social and specific services in accordance with Directive 2014/24/EU Article 74 and relates to the provision of security services at The Royal Mint Visitor Experience. Due to the nature of such services The Royal Mint are not required to undertake a fully compliant procurement process in accordance with the Public Contracts Regulations 2015. Although The Royal Mint will base the procurement on the restricted procedure, The Royal Mint will not be bound by the regulations which relate to the same and intend to use the restricted procedure as guidance only. The procurement process undertaken by The Royal Mint will however comply with the principle set out in Section 7 of the Public Contracts Regulations 2015 (as applicable).
