Provision of Professional Taxation Advice to Scottish Natural Heritage

2.2

Description of the goods or services required

Scottish Natural Heritage (SNH) wishes to appoint a Contractor to provide advice and guidance on taxation including, but not limited to, Value added Tax, PAYE and Corporation Tax. Full details are contained in the attached Statement of Requirements, which will be issued as part of the formal Invitation to Tender to economic operators short-listed to that stage of the process.

Please ensure you read the statements in the Additional Information section below, as these relate to the attached European Single Procurement Document (ESPD). The ESPD replaces the pre-qualification questionnaire that was used prior to the changes to public procurement regulations effective from 18 April 2016.

Please do not submit any documents such as a Health & Safety policy statement or insurance details unless requested to by SNH. Generally, these will only be required from the successful bidder.

Economic operators may be excluded from this competition if they are in any of the situations referred to in Regulation 8 & 9 of the Procurement (Scotland) Regulations 2016.

ESPD Part IV / Section B / Question 4B.5

It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commencement of any subsequently awarded contract, the types and levels of insurance indicated below:

Public Liability Insurance = GBP2million

Employer’s (Compulsory) Liability Insurance = GBP5million

Professional Indemnity Insurance = GBP 250,000

ESPD Part IV / Section C / Question 4C.1.2

Bidders are required to provide examples that demonstrate that they have the relevant experience to deliver the services as described in the attached Statement of Requirements. This question will be ‘scored’ on the following basis:

0 = does not demonstrate any relevant experience

1 = demonstrates some relevant experience

2 = demonstrates a sound level of relevant experience

3 = demonstrates an excellent level of relevant experience.

ESPD Part IV / Section D / Question 4D.2

Bidders must have a regularly reviewed and documented policy for Health & Safety (H&S) management, endorsed by the Chief Executive Officer, or equivalent. The policy must be relevant to the nature and scale of the work and set out responsibilities for H&S management at all levels within the organization. The policy must be relevant to the nature and scale of your operations and set out your company’s responsibilities of H&S management and compliance with legislation.

Note: Organizations with fewer than five employees are not required by law to have a documented policy statement.
