Description

Northamptonshire County Council is seeking to improve the range of advice which is available to individuals who need social care services but who are not eligible for support from the Council (‘self-funders’).

Therefore, as part of an initial information-gathering process (‘soft market testing’), the Council is inviting organisations that provide advice to self-funders, whether free of charge or on a commercial basis, to contact the Council with a view to discussing the service that they offer. Please note that the Council is not commissioning these services and no contract for services will be awarded. However, providers will be expected to enter into an appropriate agreement to protect the Council and its customers.

Service providers will be expected to demonstrate that they comply with relevant legal and regulatory requirements and that they are able to satisfy the Council in other matters such as levels of insurance held; the Council will require confirmation that service providers are able to protect the interests of their clients and vulnerable individuals. Further details will be as set out in the submission document referred to below.

Following initial contact and review of the responses, the Council may decide to offer any provider that meets the Council’s criteria the opportunity to publicise its service through the Council’s customer service process, and to receive referrals as appropriate with the informed consent of customers. The Council will not formally endorse the service. Please note that following this process, the Council may determine that it is more appropriate to pursue an alternative course of action such as a full tender process to select a framework of providers; it may also choose to take no further action.

A telephone referral process may be offered: this would involve direct transfer of the customer’s call to a selected provider, with the customer’s consent. This will be at the Council’s discretion, and subject to the Council devising a satisfactory process for such transfers.

Providers that wish to be considered will be asked to complete a brief submission, confirming that they are able to meet the Council’s requirements and comply with relevant policies and processes.
