Description of the contract

The Ministry of Defence has a requirement for a designated provider of Stakeholder pensions for the Armed Forces. Stakeholder pension plans shall be individual arrangements into which Service personnel will pay on a voluntary basis. The Stakeholder pension scheme shall be available to all members of the Armed Forces. The successful Contractor shall act as the MOD’s designated Stakeholder pension scheme provider and shall provide employees, who choose to invest, with a straightforward and easy to arrange Stakeholder pension arrangement that includes: a. A comprehensive and flexible range of investment options. b. Regular investment updates. c. The ability to alter contribution amounts at six monthly intervals and the ability to stop contributions at any time. d. A dedicated service team for the handling of queries/complaints. The payment of Stakeholder pension contributions will be of a fixed monthly amount, through payroll deduction, for which no administrative charge shall be made. A payroll deduction facility is already available for the collection of Stakeholder pension contributions. Stakeholder does not replace any of the Armed Forces occupational pension schemes. It is an additional, stand alone, provision to help individuals to maximise their retirement benefits.

How to apply

Expressions of Interest must be submitted via e-mail to the Authority within the specified time limits above and should include the name postal and e-mail addresses, telephone and fax numbers of the designated point of contact within the Economic Operator. Late Expressions of Interest will not be considered. The Authority intends to invite no more than 5 companies to tender for this requirement and therefore will conduct a downselection process based on the evidence provided against the following criteria: a)Evidence that the requirement can be met and a flow chart representation of process b)Evidence of achievements and results in similar business sector c)Evidence of performance of similar Stakeholder pension schemes d)Evidence of working with/knowledge of MOD Please note the maximum size for e-mail replies to the Authority is 2 megabytes The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs).However, any selection of tenderers will be based solely on the criteria set out for the procurement,and the contract will be awarded on the basis of the most economically advantageous tender.
