Description of the contract

The Offender Personality Disorder (OPD) Pathway covers the assessment, management and treatment of offenders likely to have PD who present a high risk of reoffending (men and women) and serious harm to others (men). It is jointly co-commissioned by NHS England and the National Offender Management Service (NOMS) who jointly share the responsibility for this population. A key principle for the Pathway is that an offender’s pathway is psychologically informed, and focuses on relationships and the social context in which people live. To evaluate the effectiveness of the activities delivered on the Pathway, NHS/NOMS are inviting proposals from suitably qualified and experienced organisations (either solely or in partnership with others) to undertake service evaluations in the following two areas. 1. The OPD Pathway for female offenders. 2. Psychologically Informed Planned Environments (PIPEs). Bidders are invited to submit proposals for either one or both evaluations. The first evaluation will examine the effectiveness of the ‘whole systems pathway’ approach to managing and treating female offenders with PD throughout their sentence in custody and the community; specifically focusing on the gender specific approaches for working with female PD offenders. The second service evaluation will examine the contribution of “PIPE” services to the overall effectiveness of the OPD Pathway. PIPEs provide progression options for those engaged with PD services within the Criminal Justice System. They aim to prepare offenders for a period of treatment, provide a supportive environment whilst in treatment, or provide an opportunity to practice new skills and reflect on learned experiences following treatment, thus maximising possible treatment effects.
