Description

The responsibility for public health in Cambridgeshire transferred from the local NHS based Primary Care Trust (PCT) to the council on 1 April 2013. The Public Health service is concerned with understanding the health, wellbeing and care needs of our local communities and ensuring that ‘health inequalities’ are tackled by improving the health of the poorest members of our community. Primary public health aims are to ensure action is taken to:
• protect the health of the public
• prevent ill-health
• promote healthy lifestyles
• provide advice on commissioning of health and care services to meet population needs

The Public Health Directorate requires Social Marketing intelligence to support the following objectives:
1. Reduce smoking prevalence in the routine and manual groups across the county
2. Reduce smoking rates in Fenland where the smoking rates are increasing with prevalence being 29.5% compared to the Countywide figure of 17.9 %
3. Increase the number of people who receive a NHS Health Check with a focus upon those within high risk groups
4. Increase the numbers of people taking up Health Checks, in Fenland where the uptake rate is currently 25% compared to the county average of 43%.

The public health directorate has a requirement to procure a social marketing exercise to establish “insights” to help us achieve our targets for Smoking cessation and Health Checks. We are seeking providers with a proven track record of producing robust evidence based social marketing intelligence that is informed by innovative approaches and an ability to think outside of the box. The Public Health Directorate is also seeking to commission the design of a number of marketing campaigns.
