- South Ribble Borough Council (the Council) is inviting quotations on the terms set out in the ITQ for the completion of Services and Works to support the Chorley and South Ribble Sanctuary Scheme. The Contract is scheduled to commence 1st June 2015 to 31st May 2016 with the option to extend for a further 12 months at the discretion of the Council.
The Chorley & South Ribble Sanctuary Scheme is an initiative which offers the victims of domestic abuse and other vulnerable persons the opportunity to remain in their own homes rather than having to flee to emergency and temporary accommodation.
The works to be carried out could range from the supply and fitting of additional locks on doors and windows to the supply and fitting of completely new external or internal doors.
We are looking to instruct work on a case by case basis and require a Contractor who is able to attend a property individually or alongside other specialist agencies and contribute to a security survey and a proposal of work to be undertaken. Once the proposal has been approved, the Contractor would then be required to supply and fit the materials and equipment and carry out the work.
In cases where the property is owned by a Registered Social Landlord we require a Contractor to undertake a security survey only and then to submit recommended works which will be completed by that landlord.
Whilst the Council cannot and does not guarantee any future level of demand or spend under this Contract, we can advise, for information only, similar works over the previous 12 months included.
Of 67 referrals for works 31 were for a survey only, 6 for the survey +, 24 for the basic package and 5 for a tailored package.
In addition we requested 6 emergency lock changes.
However, bidders must note that this information is historical, provided for information only and that no guarantees can be given as to any future levels of demand and spend.
All persons who are working on site must have attended the one day Domestic Abuse Awareness Training Course, currently provided by the Council. This training can be provided Free of Charge to the successful bidder by prior arrangement with the Council.
All persons involved in the provision of the Service must have a valid enhanced DBS certificate and the successful Contractor must make these certificates available to the Council for inspection on request.

Completed quotation submissions must be received through the Chest by no later than 5.00 pm on Friday 27th March 2015.
