The Contracting Authority wishes to purchase a new rail mounted four wire grab crane, to be used in the unloading of grains, animal feedstuffs and other dry bulk materials from ocean going vessels into a rail mounted hopper, controlled by an operator in the operator cabin.
The rail mounted crane must be suitable for use on the existing rail system (4.9 m width) and be electrically driven. The crane supply must be 6.6kV/400 VAC transformer fed using flexible cable from an existing feed point on the quay at the centre of the rails. Provision should also be made for the crane to be fed using an 11 kV supply. The power cable will supply the crane using a complete cable reel with drive, slip ring assembly and cable guide on the crane to allow movement up and down the quay.
The crane must also supply power to an existing rail mounted hopper via fixed length towing links. The hopper has its own drives, which means that the crane does not have to push or pull the hopper, but speeds will have to be synchronised. The crane rails have an allowable maximum load of 24 tons/running meter with an allowable maximum wheel load of 23 tons.
The crane must be capable of discharge rates of a minimum 600 tons per hour based on feedstuffs with a bulk density of 600 kg/m³ and minimum 750 tons per hour based on grains with a bulk density of 750 kg/m³. The crane will have an outreach from the axis of rotation of the crane to the centre of the grab of 10 m to 30 m and will have a lifting capacity of approximately 25 tons including the weight of the grab. The Contracting Authority may, but gives no commitment that it shall, also purchase parts, spares packages, support and/or servicing from the successful bidder.

The costs of responding to this notice and participation in the process (including any and all negotiations) will be borne by each bidder. All discussions and correspondence will be deemed strictly subject to contract until a formal contract is entered into. The formal contract shall not be binding until it has been signed and dated by the duly authorised representatives of both parties. Bidders satisfying the selection criteria at the pre-qualification stage of this process will be afforded the opportunity of a site visit. Bidders may also be required, at the invitation to negotiate stage of this process, to demonstrate operation of a proven crane supply at their or a customer’s premises at their own cost. Further details will be provided by the Contracting Authority in due course. Subject to a sufficient number of satisfactory responses being received, a maximum of the top 3 ranked bidders will be invited to negotiate following the selection stage of this process, provided that the Contracting Authority, acting at its discretion, reserves the right to invite less than 3 bidders to negotiate.
