The Signalling Department within Northern Ireland Railways wishes to establish a list of suitably qualified signalling engineering companies for the provision of various design and engineering services. The services shall be carried out to network rail and NIR standards and undertaken by competent engineers that hold the appropriate IRSE licenses. The principles of network rails GRIP process shall be followed and the following deliverables shall be required at the appropriate design stage.
1. GRIP 1-4:
— Asset condition surveys and reports,
— Feasibility studies and option reports,
— Site surveys and records updates,
— Scheme development design,
— Level crossing ground plan production,
— Prevention and mitigation of overruns assessments,
— Systems interface design,
— Implementation strategies,
— Cost estimates.
2. GRIP 5-7:
— Detailed design,
— Contract documentation,
— Technical support to the project team,
— Provision of design cover during commissioning
The signalling engineering services framework will cover signalling, telecoms/systems and E&P disciplines but may also be used to engage services from other disciplines such as p-way, civil/structural, human factors/ergonomics required to support the scheme design.
The majority of the works will range from 50 000 GBP to 350 000 GBP which will be awarded to the winning company on a call off basis. Works estimated to exceed 350 000 GBP will be tendered to all companies on the framework.
The duration of this arrangement will be 4 years but subject to annual break clauses.

Precise information on deadline(s) for lodging appeals: The Translink Group will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Utilities Contracts Regulations 2006 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
