The Big Lottery Fund (‘Fund’) is seeking a service provider to provide a range of learning, networking and evaluation services to the grant holders of the Fund’s Reaching Out-Supporting Families Programme (the Programme).
Reaching Out — Supporting Families Programme and its aims:
The aim of the Reaching Out Supporting Families Programme is to support families in Northern Ireland to improve their children’s lives by building strong and nurturing relationships.
Applicants to the Programme must meet all 3 of the following Programme outcomes:
— more families will have greater skills, knowledge and understanding to overcome adversity;
— more children and their families will come together and learn;
— more children and their families will be a part of the community that they live in.
Applications under the Programme must be from organisations working in partnership. Only voluntary or community sector organisations can apply as the lead organisation in a partnership.
The Programme budget is 25 000 000 GBP for grants of between 500 000 GBP and 700 000 GBP for 5 year projects. The Fund has opened the Programme and has already made 9 awards and it estimates to make around 38 grant awards in total by the end of December 2015.
Networking and evaluation for the benefits of the Fund’s grant beneficiaries:
Experience from other programmes has shown that grant-holders can strongly benefit from sharing learning and expertise. A network established could have a potential legacy role even after Programme closure. Therefore the Fund is looking for a service provider that will establish a network, further facilitate networking and share learning between the grant holders during the Programme term.
The Fund requires an overarching evaluation of the Programme as well as provision of support and advice on self evaluation to grant holders. The evaluation aspect will inform ongoing and future practice for the funded projects (grant beneficiaries) under the Programme and provide possible rationale for project extensions available to the Fund’s grant beneficiaries under this Programme.

The contract for networking, learning and evaluation services as described above is for a term of 7 years with the estimated value of 692 000 GBP inclusive of all fees, costs, expenses and VAT. The Fund also reserves the right to extend the Contract for up to a further 2 years with estimated value of such potential extension not exceeding 198 000 GBP inclusive of all fees, costs, expenses and VAT.

Joint and several liability. Should the successful tenderer be a consortium of organisations, the Contracting Authority reserves the right to require a successful consortium to form a single entity. The Contracting Authority will require the lead partner to be responsible for completing the contract on behalf of the consortium and enter into a contract with the Contracting Authority.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

Information and formalities necessary for evaluating if the requirements are met: Bidders must confirm that the circumstances set out in Article 45(1) and 45(2) of Directive 2004/18/EC or Regulation 23(1) or 23(4) of the Public Contracts Regulations 2006 (as amended) do not apply. Bidders that do not confirm this will be excluded from the competition.

Minimum level(s) of standards possibly required: (1) Bidders are required to have adequate financial standing to perform the services without putting the Authority at risk. The financial ability of bidders will be assessed before their tender is evaluated as follows:

Failure to achieve this minimum requirement and pass the financial assessment shall result in the bidder being excluded from further participation in the tender competition.
(2) Bids that exceed 692 000 GBP (including VAT and expenses) over the whole 7 years’ term of the contract will be excluded. See the ITT for further information.

The reference should be prepared to speak to the Fund to confirm the accuracy of the information provided.
