Swindon Council is seeking a Joint Venture (JV) development partner (or consortium) with experience of large scale development to deliver the next phases of Wichelstowe; a residential-led development opportunity comprising up to 3,600 new homes, 12 hectares of employment land and a new District Centre.
The overall development has an outline planning permission (2005) for up to 4,500 homes, 830 homes of which are shortly due for completion. The proposed JV relates to the next phases of development at Wichelstowe, covering up to 250 hectares (c73 hectares net residential) of land almost entirely owned by the Council. The land is part serviced and benefits from GBP 43m of infrastructure which opens up the site for development
The development is considered a once in a generation opportunity to raise the bar for housing development in Swindon, in particular by meeting pent up demand for higher quality family housing and positively contributing to the economic success of Swindon.
Swindon Borough Council proposes to retain a long term interest in the development process, taking an active role in the JV and associated direct delivery of housing. The Council expects to procure a partner (or consortium) that is committed to delivering this vision, with the necessary expertise and resource to provide requisite development management, infrastructure delivery, construction and development work streams.
The Council will retain the option to provide debt funding to the JV on senior debt terms. The Council has also secured GBP 2.25m grant funding for the provision of specialised older people’s housing that will be fed into the venture.
Additional sites within the Swindon and Wiltshire Local Enterprise Partnership area may be included within the Joint Venture at a later stage.

The total build cost is estimated to be between 130,000,000 and 675,000,000 GDP. The total cost will be dependant on a number of factors including market conditions and the proportion of housing delivery carried out directly by the Joint Venture.

Description of these options: It is currently anticipated that the Joint Venture will be established for a period of up to 20 years, including appropriate break options, with the option to extend if the partners elect to do so. The extension may be exercised in short periods or an overall extension up to a maximum period of 10 years.
Competitive dialogue discussions and requests for final tenders may include requests to price options discussed during dialogue.
Additional land may be included within the Joint Venture as a result of partnership arrangements with Wiltshire and the Swindon and Wiltshire Local Enterprise Partnership.

In the case of multiple bidders, consortium or group tenders all parties are to be jointly and severally liable. The Council also reserves the right to require providers to take a legal form or to require one party to undertake primary liability and to act as a single interface with the Council.
The contracting authority anticipate that a joint venture vehicle will be formed between Swindon Borough Council and a private sector partner or consortium. The legal form and contract structure will be discussed with bidders during the dialogue stage.
