The purpose of this tender is to establish NCS’s Preferred Supplier List (PSL) for the provision of permanent, temporary, contractors and fixed term roles candidates. It is planned that the PSL will cover the full range of job roles. The objective is to achieve better value for money and quality of service.
NCS’s Trust will evaluate the responses received in the line with evaluation criteria provided with the ITT and will select the highest ranking agencies who will be included on the PSL for the supply of recruitment services for 1 year with the option to extend for a further 12 months.

It is planned that the PSL will cover the full range of job roles. The objective is to achieve better value for money and quality of service.
NCS’s Trust will evaluate the responses received in the line with evaluation criteria provided with the ITT and will select the highest ranking agencies who will be included on the PSL for the supply of recruitment services for 1 year with the option to extend for a further 12 months.
It is our intention to shortlist up to 6 agencies per job discipline, to invite ITT stage.
It is our intention to award contracts to up to 3 agencies per job discipline. The trust anticipates that the PSL will consist of both specialised and broad recruitment agencies.
NCS Trust has a requirement for support with recruitment of the roles outlined above.
Last year NCS Trust spent around 638 000 GBP in fees for.
In 2017 — 2018 NCT Trust’s permanent headcount increased by over 100 permanent employees ranging from entry level roles to C-level positions on our Senior Leadership. We anticipate growth by approx. the same number in 2018-19 with the majority of our roles being based at our London office and a small number in our other UK offices located in Newcastle and Exeter.

Business Objectives:
4.3.1 The aim of this procurement is to establish the PSL and achieve the following objectives:
— a keener, fixed rate percentage charged on a candidate’s year gross salary at appointment or a fixed fee per hire,
— the capability of suppliers to fulfil the roles required by NCS Trust,
— to achieve value for money through savings and the hiring of quality candidates,
— competitive refund / rebate policy for candidates that leave shortly after joining (within 6 months of their start date, either through their own choice or through failure to pass probationary period),
— improved payment terms,
— Consistent Terms and Conditions across the PSL,
— key contact at the agency.
