II.2.1)Total quantity or scope:

This requirement is for a principal contractor to carry out the refurbishment of Network Rail’s Waterloo General Offices located at Station Approach, London SE1 8SW.

Waterloo General Offices are located within Waterloo Train Station, and comprise 4 floors of approximately 80 000 sq. ft. office space and c 10 000 sq. ft. core space accommodating c 550 staff across 3rd primary suites.

The basement and 1st floors comprise mainly of retail units which do not form part of the works, but which will remain open during the refurbishment works. The remainder of the 1st floor together with the 2nd, 3rd and 4th floors are occupied by Network Rail.

It is our intention to split the building into 2 suites with Suite 1 to be sublet and refurbished to Cat A standard and Suite 2 to be refurbished to Cat A and Cat B standard:
i) Suite 1 — c 30 000 sq. ft.
ii) Suite 2 — c 50 000 sq. ft.
The works shall include refurbishment and repairs to the existing facade and roofs, full replacement of the main plant and on floor services, replacement and/or refurbishment of lifts and refurbishment of the offices including, but not limited to new floors, ceilings and decorations.
The works will need to be carried out on a phased basis in order to maintain Network Rail’s business operations. The offices contain business critical systems which must be maintained throughout the refurbishment works.
The scope of works will include contractors design portion and the refurbishment works will be expected to achieve BREEAM ‘very good’ standard as a minimum.
Estimated value excluding VAT
Range: between 15 000 000 and 20 000 000 GBP

Precise information on deadline(s) for lodging appeals: Network Rail will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period which will be for a minimum of 10 calendar days provides time for the unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Utilities Contracts Regulations 2006 (SI 2006 No 6) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of rules to take action in the High Court (England, Wales and Northern Ireland).
