Description of the contract

The Government attaches a high priority to relationship support and has committed a dedicated fund of £30 million over the period 2011-15 to supporting it. This meets the Coalition Government’s commitment to “put funding for relationship support on a stable, long-term footing, and to make sure that couples are given greater encouragement to use existing relationship support”. The economic, social and emotional cost of family breakdown makes the case for investment in relationship support clear. The annual cost of relationship breakdown to society is estimated to be £44 billion (Relationships Foundation). Not only does relationship breakdown impact immediately on the health and wellbeing of the whole family, we also know that children who experience parental relationship breakdown are more likely to experience relationship breakdown in their own adult relationships. Procurement exercise We are seeking to award contracts under seven lots through this procurement exercise. Lots A – F are for the delivery of services of national (England only) significance on a contractual basis. Lot G is for national policy and infrastructure development (also England only) and will be delivered via a grant. The lots are as follows: Lot A: Universal preventative relationship support (April 2013 – March 2015) Lot B: Targeted preventative relationship support (December 2012 – March 2015) Lot C: Culture change (to change attitudes to seeking relationship support) (December 2012 – March 2015) Lot D: Support for couples experiencing difficulties (April 2013 – March 2015) Lot E: Training – Local children’s and families workforce (to help them recognise and respond to those with relationship problems) (April 2013 – March 2015) Lot F: Training – Developing expert practitioners (April 2013 – March 2015) Lot G: Strategic grant – policy and infrastructure development for the local market (December 2012 – March 2015) The overall funding available for this procurement, from 2012 – 2015 is: 2012-13 £1.3m 2013-14 £6.7m 2014-15 £7.5m The Department would like to encourage organisations to submit partnership or consortium bids where possible to reduce duplication and ensure coherence. We welcome bids from public, private and voluntary sector organisations of any size, either on their own or as part of a partnership with others. It is essential that the organisation(s) which will be delivering the services have previous experience of delivering relationship support activities.
