Description of the contract

Leicester City Council’s Learning Services Division is inviting tenders from organisations wishing to provide support, advice and guidance services on behalf of Learning Services to 104 LCC schools and colleges (Primary and Secondary) term times only. Suppliers must be qualified at least to Graduate level, have a current CRB check and be able to evidence professional knowledge and expertise in the subject field of Religious Education within both phases, knowledge and understanding of schools’ statutory and curriculum responsibilities in the field of RE and experience, knowledge, understanding and current awareness of the changing landscape for schools and their responsibilities for school improvement and raised achievement for all pupils. The successful supplier will need to be able to provide two referees where similar services have been provided in the past. Key elements: 1. Management of SACRE and policy delivery: Pre-meetings, agenda setting and preparing papers for clerk to distribute, attendance at meetings and follow up business and policy implementation; liaison with schools about RE and collective worship determinations; annual report, and two SACRE day RE conferences – one each for primary and secondary pupils. Also included in SACRE’s core work is the support of primary and secondary networks for teachers of RE, termly and email support for schools. (This is part of SACRE’s core purpose to support and monitor RE and collective worship provision.) 2. Engagement with Faith Communities: This includes running the Youth SACRE (3 or 4 meetings per year), a project on RE’s contribution to SMSCD and the ‘Engaging with Faith Communities’ website 3. Agreed Syllabus for RE. This includes supporting schools in the monitoring and use of the syllabus (statutory) and preparing ground for its review / revision the following year. (In 2013 and 2014 this review will be a major part of the LA and SACRE’s work.) 4. Delivery of a strategy for monitoring and supporting RE in schools in Leicester City: • To fulfil core functions of monitoring and supporting RE. • Provide training and support to NQTs, RE co-ordinators, Teachers, Teaching assistants, Heads and Senior leadership teams as required. • Support for the improved engagement of pupils and teachers with the statutory subject of RE through delivery of a conference to promote pupil voice; support to Leicester’s Youth SACRE meetings. • Support and advice to RE network meetings for Primary and Secondary schools including training and support for schools on SMSC development in relation to the new Ofsted framework. • Appropriate training, support and liaison on the above with the wider school community including governors, parents and faith communities. Provision of timely and appropriate advice, guidance and good practice from partners such as OFSTED, DFE and NASACRE.
