II.2.4)Description of the procurement:

Stirling Council (Housing services) are seeking suitably qualified and experienced contractor to provide a removal related service for the following:

— Housing voids (Removal and associated services),

— Homelessness properties (Removal and associated services).

In relation to gas appliances, only individuals registered with the Gas Safe Register can undertake disconnection and reconnection. In the event it is discovered that a supplier has used anyone not so registered the overall contract will be terminated immediately. Transportation of items removed from the property to the new location using appropriate vehicles and in full compliance to the appropriate traffic and road regulations.

III.1)Conditions for participation

III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers

List and brief description of conditions:

Tenderers are required to be suitably experienced and qualified. In relation to gas appliances, only individuals registered with the Gas safe register or equivalent can undertake disconnection and reconnection. In the event it is discovered that a supplier has used anyone not so registered the overall contract will be terminated immediately.

III.1.2)Economic and financial standing

List and brief description of selection criteria:

Tenderers are required to have a minimum “general” annual turnover of 850 000 GBP for the last 2 financial years. Where a Tenderer does not have an annual turnover of this value, the Council may exclude the Tenderer from the competition or may apply discretion seeking supporting evidence to determine the Tenderer’s suitability to proceed in the competition. Where this information is not available due to a new company being established a business plan should be provided demonstrating how the organisation will meet the annual turnover requirement.

The formula for calculating a Tenderer’s liquidity ratio is (current assets – stock or work in progress) divided by current liabilities. This is commonly known as the ‘Acid Test Ratio’. The acceptable range for each financial ratio is greater than 0.8. Where a Tenderer’s Liquidity ratio is less than the acceptable value, the Council may exclude the Tenderer from the competition or may apply discretion seeking supporting evidence to determine the Tenderer’s suitability to proceed in the competition.

— Part IV: Selection criteria — B: Economic and financial standing — Question 4B.5 — Tenderers are required to hold, or commit to obtaining prior to the commencement of any subsequently awarded contract, the types and levels of insurance indicated below:

— a) Employers (Compulsory) Liability Insurance – 10 000 000 GBP

Where a Tenderer does not hold or commit to obtaining the types and levels of insurance indicated, the Council will exclude the Tenderer from the competition.

Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of The Public Contracts (Scotland) Regulations 2015 [for above OJEU threshold)/8 and 9 of the Procurement (Scotland) Regulations 2016 (below OJEU threshold).

Bidders should note that the deadline for expressions of interest is 1400 hours noon on 29.8.2018 and the deadline for actual submission of tenders is 5.9.2018.

All tender submissions from suppliers will be scored on both price and quality. The contract will be awarded to the supplier who receives the highest total score. The overall Price: Quality split for this tender will be 60 %:40 % respectively.

The Council may disqualify any Tenderer who scores a 2 or below (poor or unsatisfactory) in any scored question and/or fails to achieve the pre-set overall scoring threshold of a total of 50 % for their responses to the quality scored questions.

Your tender submission should fully address each of the method statements detailed in section 6 of ITT. All method statements will be scored using the methodology below.

0 Unacceptable Nil or inadequate response. Fails to demonstrate an ability to meet the requirement.
