Acting as Lead Council on behalf of SEED, Newry & Mourne District Council is now seeking relevant organisations to apply for and complete a Pre Qualification Questionnaire (PQQ) for the appointment of Consultants to undertake delivery of a ‘Renewable Energy & Marine Technologies Development Programme‘ across the South East region.
The proposed Programme will run from September 2012 through to March 2015 and the appointed consultants will be expected to work in close partnership with SEED and Invest Northern Ireland.
To deliver this programme an approximate budget up-to a ceiling value of 320 000 GBP is available.

Section III: Legal, economic, financial and technical information
(b) is the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding-up or administration by the courts or for an arrangement with creditors or is the subject of any other similar proceeding under national laws or regulations;
(c) has been convicted of an offence concerning his professional conduct by a judgement which has the force of res judicata;
(d) has been guilty of grave professional misconduct proven by any means which the contracting authorities can justify;
(e) has not fulfilled obligations relating to the payment of social security contributions in accordance with the legal provisions of the country in which he is established or those of the country of the Contracting Authority;
(f) has not fulfilled obligations relating to the payment of taxes in accordance with the legal provisions of the country in which he is established or those of the country of the Contracting Authority;
(g) is guilty of serious misrepresentation in supplying the information required under the provisions of the Directive on the criteria for qualitative selection.

Reference to project(s) and/or programme(s): Project part financed by Invest Northern Ireland and the European Regional Development Fund under the European Sustainable Competitiveness Programme for Northern Ireland.
Precise information on deadline(s) for lodging appeals: The Council will incorporate a minimum of 10 calendar day standstill period [A Regulation 32 (1) Notice (Public Contract Regulations 2006)] when information on the award of the contract is communicated to tenderers. This period allows all tenderers to seek further debriefing from the Council before the contract is entered into. Applicants have 2 working days from notice of the award decision to ask for additional debriefing and information has to be provided a minimum of 3 working days before the expiry of the standstill period. If a dispute about contract award has not been successfully resolved the Public Contract Regulations 2006 allow aggrieved parties who have been harmed or are at risk of being harm by a breach of the rules to take action in the High Court. Any such action must be brought promptly (generally within 3 months). The purpose of the standstill period referred to above is to allow parties to apply to the courts to set aside the award decision before the contract is entered into.
