VI.3)Additional information

Scope of Contract.
The Contract will involve the provision of the following services:
— Planned and reactive maintenance services to existing building energy management systems;
— Breakdown and repair services to existing building energy management systems;
— Design and installation of new building energy management systems to existing buildings;
— Technical support through a call centre.
At the following property types owned and/or managed by Sandwell MBC and located within the Metropolitan Borough of Sandwell:
— Approximately 60 public buildings including civic and office buildings, libraries and leisure centres; and
— Approximately 90 primary and secondary schools
And at the following properties located outside of the borough of Sandwell:
— Ingestre Hall Arts Centre, Ingestre, Stafford, ST18 0RF;
— Edgmond Hall Outdoor Education Centre, 41 High Street, Edgmond, Newport, Shrops, TF10 8JY;
— Frank Chapman Centre, Park End, Bewdley, Worcs, DY12 2TY;
— Shenstone Lodge School, Shenstone, Staffs, WS14 0LB; and
— Plas Gwynant Outdoor Education centre, Nant Gwynant, Caernarfon, Gwynedd, LL55 4NR.
The approximate financial value of the works is anticipated to be around 185 000 GBP per annum and the approximate breakdown between the differing services is anticipated to be:
— Servicing and repairs — 110 000 GBP;
— Design and installation — 75 000 GBP;
The contract period will be 36 months with an option, dependant on performance of the contractor and solely at the discretion of the Council to extend the contract for a further 12 months. The overall contract value is therefore estimated to be up to 740 000 GBP if the contract is extended. Please note that this is an estimate only and is not a guarantee of any contract value or specific level of work under the contract.

Precise information on deadline(s) for lodging appeals: Sandwell MBC will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the ward decision before the contract is entered into.
The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of rules to take action in the High Court (England, Wales and Northern Ireland).
