The London Borough of Hackney is seeking to award a single contract to an experienced contractor for the provision of statutory testing, inspection, responsive repair and maintenance services and works across the Council’s corporate property portfolio. These essential services are required to maintain the Council’s portfolio of administrative and public buildings in a statutorily compliant condition and to maintain a good quality of environment for staff and service users alike.

II.2.1)Total quantity or scope:

A single provider will deliver all services which are currently delivered under separate measured term contracts held with two incumbent contractors and a number of other contracts with specialists.
The Council’s requires:
— Statutory testing and inspection of the Council’s installations
— General reactive response works/services and maintenance (including plumbing) to the entire corporate estate circa 389 sites
— Planned and preventative works
— Emergency works and services
— Computer Aided Facilities Management (CAFM) platform to automate contractor/client interface currently handled by the Council’s in-house Help
— Call logging and work management facility using CAFM capability and a Helpdesk to take emergency and all reactive calls for the Council stock between 08:00-18:00 Monday to Friday
— Centralised billing, processing and monitoring of the contractor’s work
The contract will commence on 1st April 2015 for a duration of 3 years with an option to extend for a further 2 years (1+1).
Shortlisted bidders will be invited to offer discounts against the PSA Schedule of Rates.

Range: between 11 500 000 and 13 500 000 GBP

Minimum level(s) of standards possibly required: Contractors will be required to demonstrate minimum levels of financial capacity and stability consistent with the successful procurement and management of a multi-million pound maintenance programme. Full requirements will be set out in the Pre-Qualification Questionnaire and may include but not necessarily be limited to provision of financial turnover and accounts and professional indemnity cover.
