Description of the contract

The existing equipment in Nobel House is known to be in a poor state of repair. The building is currently undergoing refurbishment to increase occupation density. After completion of the first phase the building will have circa 1500 staff in 2013 and an additional 150 to 200 staff after the second phase in the following 2 to 3 years. This potential contract is to assess the requirement based on demand and density rates between 1500 and 1700 staff working in Nobel House 5 days a week for the period between 2013 and 2025. The report must also be able to review the options to meet the heating and cooling demand including the options available to Defra with an analysis of positives, negatives and a likely investment cost. 6. Bid submissions The selection process for this requirement will be carried out in two phases. Defra Terms and Conditions apply to this requirement. Clarifications close at 5pm on 18 April 2013. Bidders must use the E-Tendering System for all clarifications. Please provide a response for Phase 1 by 5pm 24 April 2013 using the E-Tendering System. Instructions are below. Phase One: For the first phase, bidders should provide an overview of their proposal, including details specified below. This bid should be no longer than 1000 words. • Indicative cost; • Technical capacity & capability (including detail of how you will deliver the required programme of works to a satisfactory standard); • Relevant experience; • Timeframes: this project is needs to be delivered within three month of contract award without compromising on quality. Bidders should provide an indicative project plan. Phase Two: Successful Phase One bidders will be invited to participate in Phase Two. In this phase, Defra will host an open day at Nobel House and provide detailed technical information relating to the existing systems. Bidders will then be given 10 days to submit a detailed bid containing full costs, proposals and project plan.
