TIMSS 2015 is the sixth in a four-yearly cycle of assessments that measures children’s mathematics and science achievement at international grades 4 and 8 equating too Years 6 and 10 in Northern Ireland. TIMSS 2015 will be the second time that Northern Ireland has participated. It will only participate in TIMSS grade 4.
The development work for TIMSS is carried out by the IEA’s International Study Centre (ISC) at Boston College, USA http://timssandpirls.bc.edu/. However, participating countries are expected to set up National Centres and to recruit National Research Coordinators (NRCs) to run the study at the national level.
Northern Ireland is joining the project after the field trial has been undertaken. As such it may be necessary to liaise with the NRC for England/Ireland to discuss findings from their trials. In addition, it is likely that much of the assessment items and survey instruments will be finalised already.

Description of particular conditions: The successful contractor’s performance on the contract will be regularly monitored. Contractors not delivering on contract requirements is a serious matter. It means the public purse is not getting what it is paying for. If a contractor fails to reach satisfactory levels of contract performance they will be given a specified time to improve. If, after the specified time, they still fail to reach satisfactory levels of contract performance, the matter will be escalated to senior management in CPD for further action. If this occurs and their performance still does not improve to satisfactory levels within the specified period, it may be regarded as an act of grave professional misconduct and they may be issued with a Certificate of Unsatisfactory Performance and the contract may be terminated. The issue of a Certificate of Unsatisfactory Performance will result in the contractor being excluded from all procurement competitions being undertaken by Centres of Procurement Expertise on behalf of bodies covered by the Northern Ireland Procurement Policy for a period of twelve months from the date of issue of the certificate.
The supplier will apply high quality project management techniques at all times making information available to DE as necessary or upon request.
The supplier will provide monthly written project highlight reports throughout the life of the project.
DE will convene regular project management meetings which will be held monthly during school recruitment and field work phases of the project and bi-monthly at other times. Suppliers should budget to attend up to four such meetings per year at DE’s Bangor (Co. Down) office. The remainder will be held by teleconference.
In the year of publication of national reports (2016) DE will form a report steering group. The contractor should plan to attend and present to up to three meetings of this group at DE’s Bangor office.

(SC 1) Previous Personnel Experience – pass/fail.
Tenderers must demonstrate personnel experience of the individuals who will be involved in delivering this project by providing at least one example(s) within the last 3 years of:
— Experience of engaging primary schools via a range of recruitment and communications strategies.
— Experience of administering assessments including recruitment and training of test administrators / invigilators and markers, logistics management, and secure data handling and processing.
— Evidence of technical/professional ability, for example in conducting surveys, data handling and processing, presentation of evidence, and the capacity to do so for a project of this scale/complexity.
— Evidence of impact in dissemination to an education sector audience including policy makers, school leaders, and teachers.
Each example(s) provided must be structured to include:
— project title and brief summary of services provided;
— date the assignment commenced and was completed; and
— methodology from initial brief through to the measurable results to meet the objectives including details of the creative process and project and budget management.
Separate examples must be provided for each member of the proposed team.
