Description of the contract
Data on the number and types of migrants in the UK is limited. Within the area of the NHS, migrant data is not routinely captured and can often be of low quality due to the difficulties and processes of tracking and follow up of these users. Additionally, there is limited ability to capture those who are using the service as illegal immigrants. Consequently, the NHS has little robust evidence to understand the amount of money spent on those who are not entitled to free healthcare or to prioritise action to combat any abuse of the system. There is therefore a need to understand the extent of the problem, in terms of the numbers and types of users either accessing free services fraudulently, or because: • they are not identified as chargeable • even though identified as chargeable they fail to pay • they are currently exempt but may not be in the future The initial stage (Phase 1) of this work has already been commissioned and is underway to be completed by 23rd August. This qualitative research will help get a better understanding of the size and extent of the issue. It will also feed into this Phase 2 quantitative analysis to provide a realistic estimate of the current cost to the NHS of spending on services for those who are currently eligible for free NHS treatment but may be liable for charging in the future and also those who are currently not entitled to free NHS care. It will also look at future costs of these groups to the NHS.
