III.1)Conditions for participation

III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers

4A.1. If required by their member state, bidders are required to be enrolled in the relevant professional or trade registers within the country in which they are established.

4A.2. Bidders should confirm they are registered with an appropriate Care Regulator.

III.1.2)Economic and financial standing

List and brief description of selection criteria:

4B.1. Bidders will be required to submit their ‘specific’ turnover in the business area covered by the contract for the last 2 years. This will be used to evaluate whether the bidder is suitable to trade with and as part of that process the Highland Council will undertake a financial assessment which may include a credit check.

4B.5. It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commencement of any subsequently awarded contract, the types and levels of insurance indicated below.

Minimum level(s) of standards possibly required:

Employer’s Liability Insurance = 5 000 000 GBP;

Public Liability Insurance = 5 000 000 GBP.

III.1.3)Technical and professional ability

List and brief description of selection criteria:

4C.1. Bidders will be required to provide examples that demonstrate that they have the relevant experience to deliver the services as described. A maximum of 3 examples will be required.

4C.2. Bidders will be required to provide a statement of the relevant professional and technical skills available within your organisation; or where applicable, consortium members and/or named sub-contractors in relation to this procurement exercise.

4C.3. Bidders will be required to state which percentage of the contract they intend to subcontract (if applicable).

4C.4. Bidders will be required to describe their business continuity arrangements.

4C.6. Bidders will be required to provide details of any Health and Safety breaches in the last 3 years.

4C.7. Bidders will be required to give details of their last 3 Care Inspectorate (or equivalent) inspection and reports.

4C.8. Bidders will be required to evidence experience of Transfer of Undertakings (Protection of Employment) Regulations 2006 (or equivalent national legislation).

Minimum level(s) of standards possibly required:

All providers who pass all ‘yes/no’ and ‘pass/fail’ questions will be ranked and the top scoring provider, together with those providers who score 60 % of the available score, will proceed to have their tender (Method Statement — Part 14 of ITT Documents) scored. The points available are as follows:

4C.1 — 40 points;

4C.2 — 20 points;

4C.4 — 20 points;

4C.7 — 50 points;

4C.8.1 — 10 points.
