Justification for a framework agreement, the duration of which exceeds four years: This procurement is for schedule 3 / Light Touch Regime services. Blackpool Borough Council are broadly following the Public contract Regulations 2015. This service is a hybrid between a dynamic purchasing system and framework agreement.

Lot No: 1 Lot title: Detoxification Services for alcohol and drugs (18 years old and over) — to be delivered in accordance with the established levels of care; medically managed, medically monitored, kick start/stop, stabilisation and stepped care. Service models are to cater for both drug and alcohol presentations

— Access to residential rehabilitation, whereby the client undertakes a treatment programme that addresses their presenting issues and is of a duration that meets their need. The programme length will vary for each client and will last no more than 6 months.
— Supported living within the community whilst accessing a rehabilitation programme at a treatment centre. This may follow on from a short stay in the residential rehabilitation unit itself.
