Blackpool Borough Council are broadly following the Public contract Regulations 2015. This service is a hybrid between a dynamic purchasing system and framework agreement.

Lot No: 1 Lot title: Detoxification Services for alcohol and drugs (18 years old and over) — to be delivered in accordance with the established levels of care; medically managed, medically monitored, kick start/stop, stabilisation and stepped care. Service models are to cater for both drug and alcohol presentations

1)Short description

To provide an effective, accessible, and clinically appropriate, service to people from Blackpool. The Provider will deliver a high quality, responsive and efficient service within an agreed and clearly defined clinical governance framework. Treatment will support individual needs as appropriate. In addition to pharmacological treatments, interventions will include access to or provision of a range of psychosocial group and individual based interventions, relapse prevention work, education and social skills, as well as peer support and self-help options (i.e. mutual aid groups such as AA/NA/SMART). The in-patient service will specialise in the areas of comprehensive assessment, stabilisation, assisted withdrawal, psychosocial interventions, harm reduction and relapse prevention. The service will be delivered in accordance with individually tailored care plans through care co-ordination; care will be provided in accordance with agreed care pathways. The service will ensure there is effective inter-working with the community provider and residential rehabilitation provider, particularly in relation to preparing clients for admission, discharge and aftercare.

Lot No: 2 Lot title: Rehabilitation Services for alcohol and drugs (18 years old and over) — Provision of rehabilitation services for both drug and alcohol presentations

1)Short description

Treatment will support individual needs as appropriate. Interventions will include access to a range of psychosocial group and individual based interventions, such as social skills, relapse prevention, work and education. The service will be based upon a whole systems approach to recovery and wellbeing and will be delivered from CQC registered premises, being fully equipped to deal with a range of clients with complex needs. Essential to this will be that the provider ensures a seamless treatment experience for clients based on a care-coordinated, care planned approach, and where necessary providing step up and step down interventions between community and residential services. This will require the service provider being responsive to individual needs with personalised packages of care constructed around their needs. Care will be provided in accordance with these tailored care plans. This will comprise of a single or combination of options as outlined below:
— Access to residential rehabilitation, whereby the client undertakes a treatment programme that addresses their presenting issues and is of a duration that meets their need. The programme length will vary for each client and will last no more than 6 months.
— Supported living within the community whilst accessing a rehabilitation programme at a treatment centre. This may follow on from a short stay in the residential rehabilitation unit itself.
