The City Council is initially seeking advice on the retail case surrounding this major application. In particular we are seeking a critical review of:-
• The case put forward by Quod Planning ltd in their Retail Impact Assessment to support the planning application;
• White Young Green’s report to Blaby District Council appraising Quod’s assessment of the application, and;
• representations and submissions made by key stakeholders CGMS in response to the planning application.
• The City Council’s draft assessment and response to the planning application consultation.
The City Council is seeking an independent review of the balance of arguments to help inform their own conclusion in respect of the proposed development and finalise representations to Blaby District Council.
The commission will be accepted no the basis of existing methodology and scope of the Draft WYG Retail Capacity Study which is not to form part of the review.
It is important that the City council can respond to the consultation in a timely manner but the commission will be dependent on the receipt of representations from 3rd parties. A two week turn-around of this work will be required.
The Council requires you to submit a detailed quotation of the costs involved in undertaking the work outlined above. Appendix A outlines the current and expected information to be reviewed.
The Council may also need to ask you to consider subsequent information that the applicant and other interested parties may submit in response. It would be helpful if you could give an indication of costs for additional work including an hourly rate.

Quod’s Planning Statement and Retail Statement are available on the website. The other documents are yet to be submitted but are expected to be available from mid-August.
Reports and associated documentation should be accessible in Microsoft Word and Microsoft Excel.
Reports must be written in Plain English.
The content of the outputs will constitute the sole and exclusive property of the Council.
Permission to disclose or publish any findings must be sought from the Council.
