St Helens Council are seeking a suitably experienced organisation to perform a Review of High Cost Residential Care Packages.
The remit is to undertake a value for money review of the care packages for 23 specific service users each with learning disabilities who are currently in residential and nursing placements.
These are recognised as high cost packages each being over £25,000 per year with a total annual value of £1,892,368. The 23 service users are cared for by 16 different providers who are generally located outside of the borough of St Helens.
Each review is to include negotiating with the home on behalf of the Council in order to achieve value for money. Negotiations are to be undertaken with the quality of care delivered to service users at its centre, a reduction in funding at the cost of reduced outcomes or quality is not the aim of this exercise.
The successful bidder will be expected to work with the Councils officers in Contracts, Care Management and other areas to ensure that necessary background details are included in preparation for each review and that detailed feedback is given with areas for learning or improvement highlighted.
The successful bidder will be expected to undertake background reviews of each service provider and to develop a detailed view on how each service could be commissioned in future.
Coordination and management of the project will be required as will attendance at project meetings and placement panels together with the production of detailed interim and final written reports.
The successful bidder will need to evidence they have appropriately qualified and experienced staff to undertake the reviews and that the organisation has experience of carrying out similar reviews for other Local Authorities or similar bodies.
The contract awarded will run for the period it takes to complete the required reviews, this to be agreed with the successful bidder prior to contract award.
