The Council wishes to appoint a Contractor or Contractors to provide reactive maintenance services to undertake repairs to roofing and rainwater goods on a range of properties across a variety of sites within the geographical boundaries of Northamptonshire. Bidders can choose to tender for one Lot only or combinations of Lots.

Minimum level(s) of standards possibly required: It is expected that bidders will need to demonstrate financial capability to fulfill these contracts. Therefore it is expected that financially capable companies will already have a sound customer base and be able to demonstrate acceptable levels of turnover.

The Council is seeking Contractor(s) who will be suitably qualified and be registered to a recognised Trade body and have the appropriate insurances in place, including roofing ‘Hot Works’ insurance. The Contractors operatives must be competent and experienced at repairing roofs of varying age and type.
Bidders are required to have current membership of one of the following:
—membership of a nationally approved ‘Competent Roofer’ scheme, or,
—TRADE membership to the National Federation of Roofing Contractors, or,
—TRADE membership to the Confederation of Roofing Contractors, or,
—membership of the TRUSTMARK scheme, or,
—EU Equivalent.
An ASSOCIATE membership of any organisation will NOT be accepted.
Bidders are also required to have current Roofing Hot Works insurance cover.

Precise information on deadline(s) for lodging appeals: LGSS on behalf of the Contracting Authority will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. The duration of this standstill will be disclosed at this point. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Such additional information should be required from (Refer to address in part 1.1) If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly. Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages.
