Lot 1: Annual Council Tax Billing;

Lot 2: Printing for Democratic Services;

Lot 3: Printing for Electoral Services. The Authority proposes to enter into one contract for each lot for a maximum period of 5 years.

II.2.4)Description of the procurement:

The Electoral Registration Officer (ERO) has a statutory duty to maintain an accurate and complete Register of Electors. June 2014 saw the introduction of Individual Electoral Registration (IER) in England and Wales, which brought with it requirements for Electoral Registration Officers to use specific forms and letters as designed by the Electoral Commission. The supplier will meet all specific print and postage needs of any elections that are held within the contract period and the requirements of the Electoral Registration Service, including the annual canvass, Postal Vote Identifier refreshes and the print and postage requirements brought about by IER. The Borough of Runnymede has approx. 36 000 domestic properties, 2 400 commercial properties and 3 500 housing benefit claimants all of which will receive an annual bill for Council Tax in accordance with the statutory deadlines set by legislation. The Council is currently seeking a single supplier to carry out the printing of annual billing based on the above volumes. For more details, refer to tender documents.

Runnymede Borough Council currently operates a committee system with 11 committees and 3 sub-committees to conduct the business of the Council. 3-15 Councillors are appointed to each of the committees and sub-committees at the annual Council meeting in May each year. There are approximately 80-100 meetings per year for which agendas/minutes are required. Most are scheduled, but some special meetings are unscheduled and arranged at short notice for which agendas and minutes are required. For more details, refer to tender documents.
