II.1.5)Short description of the contract or purchase(s)

L&Q wish to establish the Sales and Marketing — Interior Design Agency Framework Agreement for the provision of Interior Design services across Shared Ownership and Private Sale developments to help deliver the required sales targets within the next 4 years.
Appointments under the Framework Agreement shall be for the aggregated or singular of the following services:
A. Interior Design concepts and mood boards,
B. Furniture purchase,
C. Furniture storage (should handover dates move),
D. Decorating — painting and wallpaper,
E. Decorating — fixtures and fittings,
F. Lighting and window treatments,
G. Dressing gardens and outdoor spaces,
H. Interior photography.
Collectively known as the ‘Interior Design Agency Services’. These are the main category headings which cover 99 % of the category requirements. L&Q reserves the right to add sub categories within the 4 year term of the Framework Agreement.
Please note that in order to be considered for the tender stage of this procurement process, Applicants must be able to confirm that they can provide and manage all of the categories of Interior Design Agency Services listed in A to H above in-house without outsourcing to a third party. Please refer to question 5.1 of this PQQ which will be assessed on a pass/fail basis.

The current estimated value of the services to be called off under the Framework Agreement is between 50 000 GBP and 15 000 000 GBP over the 4 year period of the Framework Agreement. However, Applicants should note that this estimated value is based on L&Q’s current anticipated requirements. This value may increase if other Social Housing Providers decide to join and call off under the Framework Agreement.

L&Q reserves the right to cancel the procurement and not to proceed with all or part of the Framework Agreement. L&Q will not, under any circumstances, reimburse any expense incurred by bidders in preparing their PQQ or tender submissions.
In accordance with the requirements of the Public Contracts Regulations 2015, the PQQ and the tender documents are being made available to Applicants via the myTenders portal from the date of issue of this OJEU Notice. However, as L&Q is following the restricted procedure to procure the Framework Agreement, interested Applicants are initially only required to submit a completed Pre-Qualification Questionnaire by the deadline stated in Section IV 3.4) of this notice. Only those Applicants that are shortlisted for the tender stage following the PQQ evaluation will be required to submit a tender for the Framework Agreement in response to the Invitation to Tender (ITT).
