London Borough of Lambeth wishes to appoint Contractors to undertake the design and construction of three schools under three lots as detailed below:
Lot 1 – Julian’s Primary School.
The design and construction of a 3-form entry primary school and associated demolition, enabling and external works.
Lot 2 – Dunraven Primary School.
The design and construction of a new build primary school or refurbishment of existing premises to allow a 2-form entry primary school, plus nursery and any associated demolition, enabling and external works.
Lot 3 – Sudbourne Primary School.
The design and construction of a new build extension on an adjacent site to the existing school to allow for an increase from 1.5 to 3-form entry and associated demolition, enabling and external works.
It is anticipated that invitations to Tender will be dispatched in separate lots to selected candidates, Lot 1 on or after 28.9.2012, Lot 2 on or after 7.1.2013 and Lot 3 on or after 1.4.2013 with the intention to commence the contracts in 2013.
Please note that a detailed scope of each lot will be issued at Tender stage.

The London Borough of Lambeth reserve the right to discontinue the procurement process at any time which shall include the right not to award contracts and does not bind itself to accept the lowest tender or any tender received.
The London Borough of Lambeth shall not be liable for any cost or expenses incurred by any candidate or tenderer in connection with the completion and return.
The London Borough of Lambeth have not placed a limit on the number of Lots that would be awarded to a single participant, as such any participant could be awarded three, two, one or none of the contracts.

VI.4.2)Lodging of appeals
Precise information on deadline(s) for lodging appeals: The LB of Lambeth will incorporate a minimum 10 calendar day stand-still period at the point information on the award of the contract(s) is communicated to Tenderers. This period allows unsuccessful Tenderers to seek further debriefing from the contracting authority before the formal agreements are entered into.
Applicants have two working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of three working days before the expiry of the stand-still period. Such additional information should be requested from the address in section I.1. If an appeal regarding the award of a contract has not been successfully resolved, the Public Contracts Regulations 2006 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within three months).
Where a contract has not been entered into, the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages.
