This framework is for the servicing and maintenance of gas boilers, gas-powered air units, water heaters, any other primary domestic heating systems within social housing properties.

The framework users may encompass supplementary services such as:

1. diagnostics and repairs to the electrical equipment that is providing power up to the boiler;

2. installation of part or entire heating systems so far as a system or appliance has been deemed beyond economic repair;

3. servicing, repairs or replacements to fire alarm systems;

4. building and maintenance of asset lists;

5. storage and refitting of boilers in void properties;

6. servicing and maintenance of commercial gas boilers and/or

7. servicing and maintenance of boilers powered by other fuels.

The Framework Contract will be for a maximum period of 4 years. The initial period of the Framework Contract will run for 2 years from the starting date with an option to extend for up to a further 2 years subject to satisfactory operation and performance. Any period of extension will be at the sole discretion of Scotland Excel.

All economic operators and engineers must hold and maintain the relevant trade body registration and qualifications.

III.1.2)Economic and financial standing

Minimum level(s) of standards possibly required:

Public liability insurance — no less than 10 000 000 GBP for each and every claim without limit to the number of claims.

Employers Liability insurance — no less than 10 000 000 GBP for each and every claim without limit to the number of claims.

Professional indemnity insurance — no less than 2 000 000 GBP for each and every claim without limit to the number of claims.

Motor vehicle insurance — no less than 5 000 000 GBP for each occurrence in respect of third party property damage: unlimited in respect of injury.

The bidder is required to confirm that a search of the bidder against “Equifax Protect” will not return a “Warning” or “Caution” code or any neutral code, unless the bidder can provide any other documentation which Scotland Excel considers appropriate to prove to Scotland Excel (acting within its permitted discretion under the applicable public procurement rules) that the bidder does/would not present an unmanageable risk should it be appointed on to the proposed framework agreement.

Subcontractors on whose capacity the Tenderer does not rely: Scotland Excel will request the following information in the European Single Procurement Document (Scotland): whether the Tenderer intends to subcontract any share of the contract to a third party; list of the proposed subcontracts as far as it is known at that stage; and what proportion/percentage of the contract does the Tenderer intend to subcontract. Please note that these subcontractors on whose capacity the bidder does not rely will be subject to the rules regarding Exclusion as set at in II.2.14.
