Description of the goods or services required

Scottish Enterprise (SE) requires to employ the services of a Rating Consultant to advise and act on its behalf on rating matters on both its occupational properties and investment portfolio.

The investment portfolio consists of circa £200M of land and buildings where SE is the landlord, the majority of which is tenanted, and not the rate payer.

SE maintains an Investment portfolio of sites and premises to:

– Meet the business infrastructure requirements of existing and new businesses.

– Support the development of priority industries.

– Provide for inward investment.

– Generate income and capital receipts to fund organisational operations.

The portfolio has a current annual rent roll in the region of £7M. The portfolio has assets in a variety of locations across the SE operating area.

The occupational properties are those which SE occupies as a tenant to conduct our business. Our headquarters are in Glasgow and there are 10 local offices throughout Scotland.

Scope of Services

The consultant will be required to undertake an ongoing review of rates liabilities across SE’s investment portfolio and occupational properties in order to minimise cost.

Key requirements of the consultant include:

– Minimisation of occupational costs

– Proactive ongoing management of portfolio to ensure lowest rates liability

– Lodge and pursue appeals as appropriate

– Monitor and advise on changes in legislation and practice that may impact on rates liability

SE will require the consultant to work in conjunction with the managing agents of its investment portfolio and the internal Scottish Enterprise Facilities Management Department with regards to the occupational portfolio. The consultant must take a proactive approach in building relationships across our sites, including regular inspections.

In order to ensure that every cost saving opportunity is pursued, the successful bidder will regularly monitor changes to the portfolio in respect of vacancies, terminations, acquisitions and disposals.

The consultant will provide advice and guidance on changes in legislation and practice in business rates. This should include, amongst other things, Empty Property Relief, Enterprise Areas and the proposed overhaul of the Business Rating System. This guidance may be required in a variety of formats including progress meetings, briefing notes and workshops.

Due to the value and assessed risk associated with this commission, tenderers will be required to demonstrate a minimum average turnover of 90,000GBP for the last two years for which accounts/financial statements are available.
