Description of the goods or services required

The Scottish Government’s Public Health Directorate wishes to commission an evaluation of a test scheme which is trialling a new system of death certification in two sites, one urban and one rural, prior to national implementation across Scotland. See below link for further information;

The key aim of the evaluation is to assess and report on the test site processes and stakeholder experiences, with a view to informing national implementation across Scotland. The evaluation is expected to commence by the end of July and be completed by the end of March 2013. As this is to inform implementation, and supporting legislation, there is no possibility extending the evaluation beyond March 2013.

The evaluation will include approx 10 interviews with key medical personnel and the relevant stakeholders implementing the new system and between 12 -14 retrospective case studies to explore implementation issues.

The criteria to be used to short-list contractors are as follows;

- Expertise of relevant staff, especially in the following areas:

Qualitative interviewing, case studies and analysis

Health Service evaluation

Clinical or organisational auditing

Evaluations of pilots with a view to further implementation

- Demonstrated experience in this field, including previous experience of conducting evaluation on behalf of Scottish Government.

- Capacity and ability to carry out the work within available timescales.
