Description of the goods or services required

The Scottish Government’s Directorate for Health Workforce and Performance wishes to commission an evaluation of three Dementia Demonstrator Test Sites. The test sites are redesigning dementia services to demonstrate that the quality of services and outcomes for people with dementia can improve within current resource constraints.

The purpose of this evaluation is to assess progress by and draw learning from the Dementia Demonstrator tests sites on delivering better outcomes for more people with the same or less resource. Key to this will be redesigning services across traditional health and social care boundaries. The successful contractor will be required to;

– Provide expert advice and support to the three sites to enable the qualitative aspects of the evaluation to be completed.

– Support the sites to produce final reports which integrate the qualitative work locally with the quantitative analysis that is being undertaken for the sites at a national level. Therefore the contractor would not be required to carry out the quantitative analysis, but will need to link in with this and be able to understand the main points from this analysis.

– Produce an overall national project report that draws out the key learning across the test sites for other partnerships across Scotland.

Therefore, the evaluation requires the coordination of several evidence strands including generating qualitative evidence on process and integrating the outputs of the quantitative analysis on outcomes. The evaluation requires expertise in research methodology to ensure impacts are assessed at both local and national level.

The criteria to be used to short-list contractors are as follows;

– Experience in undertaking complex evaluations combining quantitative data (including economic analysis) and qualitative data (including use of whole systems approaches).

– Expertise in the following areas:

Qualitative methods

Whole systems analysis

Evaluation of health and social care redesign initiatives

– Capacity to carry out the work within available timescales

The evaluation is expected to commence in February 2013 and complete in November 2013. A maximum budget of £35,000 is available for the evaluation.
