This Framework Agreement shall be made up of up to 8 competent suppliers who shall be responsible for carrying out a variety of research and evaluation services for the SPS.

II.2.4)Description of the procurement:
It is envisaged that the framework shall contain up to eight suppliers for the purpose of carrying out research and evaluation projects on a variety of subjects for the SPS.
The duration of the research will vary dependent on the scope of the research to be conducted by the supplier(s). The duration will normally expect to be between 5 – 30 days, and will be agreed prior to the start of each Research project.
This procurement will follow the EU Open procedure. Following publication of the Contract Notice, an Invitation to Tender (ITT) (including the European Single Procurement Document) will be published by SPS on the Public Contracts Scotland Tender (PCS-T) website. This will be made available to all bidders and contain full information on the specific requirements of the contract, the pricing model and the evaluation method.

III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers
The supplier and any key personnel staff used by the supplier in undertaking the services shall possess as a minimum the following:
— a degree in a social science discipline which has included methodological or statistical training and/or previous research experience,
— experience of using one or more data handling packages such as SPSS or Microsoft Excel or QSR NVIVO,
— an understanding of the Scottish Criminal Justice system.
