The Council is seeking to award a contract for the provision of Opening and Locking of Council Areas and Security Guarding at 1 Council Site. The Contract will run from 1.9.2016 to 31.8.2017 with the option to extend for a further 2 x 12 month periods, reviewed annually.
There are two (2) Lots within this tender.
Each Lot will be evaluated separately therefore separate service providers may be appointed for each Lot.
Tenderers may apply for either 1 or both Lots:
Lot 1 is for the Opening and Locking of Council Areas;
Lot 2 is for Security Guarding at the former Bangor Castle Leisure Centre.

1)Short description

Opening and Locking of Council Areas:
The Council require competent Contractors to assist in the service provision of accessing Council areas. Some 12 play areas and 1 park area have anti-intruder fencing and gates installed around the perimeter in an attempt to reduce anti-social behaviour and vandalism in these areas. These areas are required to be opened and locked to allow public access the facilities provided.
The contract is to allow for the locking and opening of 12 Play Areas and 1 Park Area.

Lot No: 2 Lot title: Security Guarding at Bangor Castle Leisure Centre site

1)Short description

Security Guarding at the former Bangor Castle Leisure Centre site.
Following completion of the new Aurora Leisure Centre in 2013 the existing Bangor Castle Leisure Centre has become surplus to Council requirements. As the site is presently unoccupied the Council require a competent contractor to maintain security at the site pending its future evolution.

Tenderers must possess the required level of Insurance Cover for this contract:
(a) Public Liability Insurance — minimum cover of 5 000 000 GBP;
(b) Employers Liability Insurance — minimum cover of 10 000 000 GBP;
(c) A valid Fleet/Motor Vehicle Insurance Policy.
If you do not possess this level of Insurance Cover at this current time, then you must acknowledge that you will have it in place before the commencement of the project.

Tenderers must provide evidence of licensing with the Security Industry Authority.
Tenderers must provide evidence of Justice and Security (NI) Act 2007 Licensing.

Relevant Contractor Experience. The Contractor must list 3 similar contracts of the same scale, scope and complexity as per each Lot requirement within this tender, carried out within the past 3 years, giving a description of these contracts with the dates and values thereof, relevance to this contract and the names and addresses of persons to whom references can be made. The scale, scope and complexity of each Lot is detailed within the specification, it is the responsibility of the tenderer to demonstrate how an example given meets this criteria. Within the last 3 years is deemed 3 years prior to the closing date of the tender.

Precise information on deadline(s) for lodging appeals: The Council will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers.
