Circle Housing are seeking to award three regional contracts for supplying M&E Services relating to statutory services.
The services have been broken down into seven categories:
Critical.
1. Fire equipment repairs and maintenance.
2. Lift repairs and maintenance.
3. Water hygiene services.
Dormant.
4. Lightning protection repairs.
5. Electrical testing and certification.
6. Door entry system repairs.
7. Gas Servicing and repairs.
Circle Housing reserves the right not to activate the services listed as dormant.
The M&E services will be split by geographical region and no supplier will be awarded contracts for more than 1 region.
The contract will be for 5 years, with an option to extend for a further 5 years.

Details of the value estimations between Critical and Dormant services are provided in the PQQ documentation, as is a current split between the three Lots.

Joint and several liability. In the event of a successful consortia bid Circle Housing reserves the right to require the consortium to establish a separate legal entity to enter into the contract.

Description of particular conditions: Circle Housing wishes to support people who are in long term unemployment and small and medium sized enterprises, as well as supporting environmental sustainability. Accordingly the contract may contain community benefit clauses as permitted by Regulation 39 of the Public Contracts Regulations 2006.

Circle Housing reserves the right not to award any contract pursuant to this procurement exercise and/or to abandon this procurement exercise at any time and/or to award a contract for part of the services only, at its sole discretion. Circle Housing shall have no liability whatsoever to any applicant or participant as a result of its exercise of that discretion.
The contract will be available for use by:

(i) members of Circle Housing’s group from time to time. A list of members of the Circle Housing group is maintained and available atwww.circle.org.uk and details of the current members are set out at Annex A;

(ii) registered providers and local authorities owning and/or managing stock in areas where members of the Circle Housing group own and/or manage stock; and
(iii) other registered providers and local authorities in the UK.
