II.2.1)Total quantity or scope:

Southern Water is seeking to appoint one or more suppliers under a Framework Agreement for the provision of Site Survey and Investigation services. Due to the complexity of the services required, it is anticipated this framework will be awarded under several lots. Lots for this Site Surveys and Investigations Framework are as follows;
— Lot 1 — The provision of CCTV Investigation services
— Lot 2 — The provision of Computational Fluid Dynamics (CFD) Modelling services
— Lot 3 — The provision of Archaeological Surveys
— Lot 4 — The provision of Ecological Surveys
— Lot 5 — The provision of Flow Surveys
— Lot 6 — The provision of Geotechnical Site investigations
— Lot 7 — The provision of Topographical Surveys
Southern Water reserves the right to award one or more Framework agreement/s under each Lot and to combine Lots as appropriate into one or more agreement(s) depending on the responses received to the OJEU notice. Southern Water also reserves the right to make no award as a result of this procurement process, or may award Lots in part or in whole.

The process will be managed through the Southern Water on line sourcing portal. To submit their expression of interest, all interested parties must register at: https://southernwater.smartsourceportal.com/SourceWeb.dll/SupplierRegistration.html Once registration has been completed, all interested parties will be emailed a link to a form to fill out with further information including the detail of which lots you wish to bid for. Suppliers must indicate which lots they intend to bid for to complete the submission of their expression of interest.

The framework agreement/s will be let without subsequent publication of a call for competition. This notice fulfils the contracting entity’s obligations by informing the market of this notice being the call for competition.

Precise information on deadline(s) for lodging appeals: Southern Water will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into The Utilities Contracts Regulations 2006 (SI 2006 No 6) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
