Medway Council wishes to recommission its short breaks provision for children and young adults with disabilities aged up to 18 in order to give parents/carers and their families a break from their caring role. Short breaks provision includes a spectrum of services ranging from supporting a young person to attend a local scout group/youth club to join in a sporting event or some other social and leisure activity, attending an after school club, a play group in the holidays (either 1 specifically designed for children and young people with disabilities or 1 set up to support non-disabled children), sitting and befriending services, through to spending a set number of nights in a residential type setting.

Medway Council wishes to recommission its short breaks provision for children and young adults with disabilities aged up to 18 in order to give parents/carers and their families a break from their caring role. Short breaks provision includes a spectrum of services ranging from supporting a young person to attend a local scout group/youth club to join in a sporting event or some other social and leisure activity, attending an after school club, a play group in the holidays (either 1 specifically designed for children and young people with disabilities, or 1 set up to support non-disabled children), sitting and befriending services, through to spending a set number of nights in a residential type setting.
Short breaks are primarily aimed to support families and to give parents a break from their caring role. Providers will be required to ensure that their provision is flexible and responsive to the needs of families and is available at times and venues that meets their needs. Equally the provision should be such that it supports children and young people safely, provides stimulating and age appropriate activities in local settings for them, gives them the opportunity to take part in activities with their non-disabled friends and peers, contributes to their overall health and well being, and is fun for them.
The tender is divided into 3 lots/segments:
— Specialist Services — for children/families with highest level of need/most complex conditions will likely only accessible via social care assessment. This includes bed based provision but also alternatives to traditional bed based provision and provision which can either avoid use of bed based provision or divert children and young people away from bed based provision;
— Targeted services — for children and young people with needs that require more support than available through universal services and is provision that is specifically designed to meet their needs;
— Universal services — provision that is routinely available to all children, young people and their families in their local community and whilst not specifically designed for children with disabilities could include them.
