Sellafield Ltd is seeking to place a contract for the completion of engineering design, procurement, construction, inactive commissioning and support to active commissioning of the SDP facility.
Sellafield Ltd is responsible for safely delivering decommissioning, reprocessing and nuclear waste management activities on behalf of the Nuclear Decommissioning Authority. The safe decommissioning of redundant nuclear facilities is an essential aspect of the UK’s civil nuclear programme and the Sellafield site has a number of challenging programmes and projects that Sellafield Ltd must deliver to realise Sellafield’s Lifetime Plan.
One of these projects relates to the Silos Direct Encapsulation Plant (SDP). The SDP Project is an integral part of the waste retrieval hazard reduction programme for the Magnox Swarf Storage Silo (MSSS), which is of strategic importance to the Nuclear Decommissioning Authority (NDA). SDP is a large and technically complex treatment plant that will receive packages of waste from the MSSS and will immobilise and condition the waste by combining with cementitious material to give an un-reactive and contained product suitable for interim storage within existing Sellafield stores.
This process will significantly reduce the hazard posed by the MSSS material in its ‘raw’ state. The scope of the SDP project is based around re-use of an extension to an existing site facility initially constructed to house a plant intended to provide the same risk and hazard reduction to the MSSS waste.
Sellafield Ltd wishes to appoint a contractor (possibly in a consortium with others) to deliver a fully functioning SDP Facility capable of meeting the requirements of the anticipated performance specification.
Further details of the Project can be found in the Memorandum of Information within the pre-qualification questionnaire instructions. Documents will be available from Wednesday 29.8.2012.
II.1.6)Common procurement vocabulary (CPV)

The contract is covered by the Government Procurement Agreement (GPA): yes
II.1.8)Lots
This contract is divided into lots: no
II.1.9)Information about variants
Variants will be accepted: yes
II.2)Quantity or scope of the contract
II.2.1)Total quantity or scope:
As described in the pre-qualification questionnaire instructions, the scope of work will be undertaken in two stages: Stage 1 – completion of engineering design, specific long lead procurements and a detailed scope of civil engineering works to be carried out on the SDP structure including demolition, strip-out, enabling works and new construction work. The Stage 2 – manufacturing design, the balance of procurement, installation, construction and inactive commissioning.
Whilst the SDP project has an agreed technical baseline, the size and complexity of the facility and therefore the potential for savings by reducing the scope and simplifying the process, drives a requirement to continue with a ‘challenge process’ in parallel with the competition process. If successful this could result in a reduction to the scope as currently defined. Depending on the timing of any significant output this will be factored into the Procurement by the most appropriate means available i.e. factored in before initial issue of the Invitation to Participate in Dialogue (ITPD); issued by way of a revision to works information prior to issue of the invitation to submit final tender (ITSFT); or as a ‘Compensation Event’ post contract let. It is not proposed that this challenge process would continue once a contract has been placed but in the unlikely event that it does this will be dealt with as a ‘Compensation Event’.
Refer also to pre-qualification questionnaire instructions.
Estimated value excluding VAT:
Range: between 800 000 000 and 1 400 000 000 GBP
II.2.2)Information about options
Options: yes
Description of these options: As described in the pre-qualification questionnaire instructions, the delivery of the contract will be undertaken in two stages. Stage 1 – completion of engineering design, specific long lead procurements and a detailed scope of civil engineering works to be carried out on the SDP structure including demolition, strip-out, enabling works and new construction work. The Stage 2 – manufacturing design, the balance of procurement, installation, construction and inactive commissioning. Candidates should note that Sellafield will have the sole discretion in deciding if the stage 2 works are awarded to the Contractor in whole or in part (nominally) at the end of the stage 1 works.
