Single Homeless services are established to provide accommodation and support to single people who are homeless, providing temporary accommodation for individuals up to 2 years, with housing related support.
Service provision offers safe and secure accommodation with support, focused on enabling and empowering individuals to build on their skills, ensuring individuals have the right support, skills and opportunities necessary to resettle and sustain independent living.

Applicants may bid for all lots, but will only be awarded contracts for a maximum of 4 lots, except where there is insufficient market coverage at which point the Council reserves the right to award contracts for more than the stated maximum number of lots.

Service A — Direct Access hostel:
Housing related support to be provided to up to 30 single homeless individuals, with high support needs, who are likely to display challenging and chaotic behaviour, and have a range of housing support related needs.
This service will be delivered in premises owned by a Registered Social Landlord.
Service B — Move On Accommodation:
Housing related support to be provided to 42 single homeless individuals, within a series of shared properties.
The Local Authority owns the vast majority of the properties in which this service is to be delivered.

The price range indicated in II.2.1 reflects that contracts may be extended for up to a further 2 years, for individual lots.
This is a procurement for services specified in the Public Contracts Regulations 2015 as those covered by the Light Touch Regime (LTR). The procurement exercise will be conducted in accordance with the information contained in the Invitation to Tender and associated documents.
The Authority has been constrained by the forms used by the Publications Office to describe the procurement procedure as Open. Precise information on deadline(s) for lodging appeals: The Council has incorporated a standstill period at the point when information on the proposed award of the contract is communicated to tenderers.
