Housing Maintenance Solutions (HMS) is a wholly owned subsidiary of social housing provider Liverpool Mutual Homes located in the North West of England. HMS wish to establish two contracts, one for the provision of skip services, and the other for waste management disposal services, to help HMS fulfill it’s current contract. Services will predominantly be required in the  Liverpool area. HMS also delivers services outside of the contract with LMH, in the surrounding areas, St Helens, Warrington and Cheshire. These works include Minor Adaptations works, Disabled Facilities Grant works, so there maybe occasions when skips are required within these areas also.
This contract has been separated into two distinct lots in order to encourage submissions who can provide services to either lot, lot 2 or both.The purpose of this procurement process is to establish two distinct contracts in respect of the following services:

Lot 1  –  Skip Services, Contract Value circa £250k over three years., value includes the possible extension for two years

Skips to be provided around Liverpool and the surrounding areas.

Lot 2  – Waste Management Services, Contract Value circa £1.2 million over three years, value includes a possible extension for two years

HMS are looking for a minimum of two locations for tradesman to dispose of waste, one in the Childwall area of Liverpool, and one in the Kirkdale area of Liverpool. Sites must be located within a five mile radius of these areas. Ideally the more locations the better. We require either a waste transfer station or skip provision at site for our tradesman to dispose of waste at these locations. A combination of both skips / transfer station would also be acceptable. For sites where skips are to be provided HMS would require exclusivity to theses locations to avoid delays in waiting times. Locations must be secure at all times.

Providers can tender for Lot 1 or  Lot 2 or both lots. However, contractors must have adequate resources to be able to undertake the works for which they are bidding.

No guarantee can be given regarding the volume of business placed.

CONTRACT AWARD

It is envisaged that HMS’s will award a three year contract for each Lot to one Service Provider.

Lot 1 -Tenders will be evaluated on 80% Price 20% Quality criteria.
Lot 2  – Tenders will be evaluated on 50% Price 50% Quality criteria,

It is our intention that the skip service contract shall be available for use by our client Liverpool Mutual Homes (LMH).

You will need to log onto The Chest to access documents and to check for new questions and answers, additional information, notifications and updates. IT IS THE PROVIDERS RESPONSIBILITY TO ENSURE THAT THEY VIEW THESE SECTIONS THROUGHOUT THE PROCESS. Providers must ensure that their response is submitted prior to the deadlines specified. Providers responses must be fully submitted via The Chest no later than the deadlines specified.

No submission shall be considered or accepted if it is received after the final closing date and time specified in the documentation, unless the contractor has contacted HMS Procurement and there is a valid reason.

For the avoidance of doubt, the time registered is when a tenderer presses the final “Submit” button and will be based on the Due North Server time. IT IS THE
PROVIDERS RESPONSIBILITY TO ENSURE THAT THEY ALLOW SUFFICIENT TIME TO SUBMIT THEIR RESPONSE. HOUSING MAINTENANCE SOLUTIONS WILL NOT BE HELD RESPONSIBLE IF YOUR SUBMISSION IS RECEIVED LATE.
