Heathrow Airport Limited is seeking a supplier(s) to provide services to support airport operational resilience in the event of snow or ice during the winter period.
In providing the services the supplier(s) will have to consider resource management,transport of personnel to location, training, drilling,mobilisation, welfare,accomodation, airside licences and ID for personnel.
The scope is to provide one or more of the following lots:
1) Vehicles and operators to cover but not be limited to the removal of snow and ice from Heathrow Airport airfield.
2) Vehicle co – pilots and operators to cover but not be limited to the operation of sweepers, liquid de-icers and snow blowers on the runways.
3) Vehicle co – pilots and operators to cover but not be limited to the operation of sweepers, liquid de-icers and snow blowers on the taxiways.
4) Supervisors, manual labour and vehicle operators and vehicles with drivers for movement of personnel for the clearance snow and ice from aircraft stands.
5) Manual labour, drivers of vehicles and vehicles with drivers for the movement of personnel and materials to cover but not be limited to the removal of snow and ice from the airside roads.

1)Short description:
Vehicles with operators to cover but not be limited to the removal of snow and ice from Heathrow Airport airfield in the order of:
1) 1 x Snow dump co-ordinator;
2) 75 x 8 Wheel tipper lorries (or equivilent);
3) 25 x Articulated loading shovels (or equivilent).
The above will need to operate on a rolling continuous 12 hour shift basis whilst weather conditions demand operational resilience.

6) Snow base logistics/replenishment team comprising of:

Precise information on deadline(s) for lodging appeals: A standstill period will be incorporated at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Utilities Contracts Regulations (SI 2006 No 6) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court.
