Description of the contract

Earlier this year the Department of Energy and Climate Change (DECC) commissioned a contract for a new domestic policy appraisal model, the National Household Model (NHM). The final model will be delivered to DECC in October 2013 when the model will be rolled out for use in policy appraisal. The model is being built in java by professional software developers as part of the contractors development team. The DECC project team are advising on the functionality needed on a day to day basis and testing the model however, Java is a language not previously used in the DECC modelling community, leaving with team with a skills gap in terms of specialist software architecture review and a Java focussed Business/Test Analyst We are looking for an organisation to come in and support the DECC modelling team in defining the business requirements for a software development contract and carrying out the appropriate testing and QA to ensure that the software delivered by the 3rd party supplier meets those requirements.

Any late submissions will not be considered. DECC reserves the right to halt the procurement process and to not award a contract. DECC will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon DECC Standard Terms and Conditions, which are available on the main DECC website – www.decc.gsi.gov.uk and will be issued to organisations invited to submit a tender bid. Completed tender submission must be returned by post to DECC, address given at the top of this advertisement, by 11th January 2013. We require 2 hard copies (one of which must be signed). Electronic versions of your bids are to be sent to Jonathan Roberts (jonathan.roberts@decc.gsi.gov.uk). Interviews, if deemed necessary, will be held in the week commencing 14th January (suppliers will be notified of this in the week commencing 14th January). If successful and upon contract signature, the supplier is expected to attend a kick-off meeting taking place during week commencing 21st January. Project completion is required by 30th June 2013. Due to the Christmas period any questions on the contract will be answered from 3rd January.
